Mark Carey, PE
Mr. Carey currently serves as MC Engineering’s Principal Engineer. He has over 25 years of experience as a civil engineer serving water and wastewater Clients.
Mr. Carey has experience planning, designing, analyzing, and managing the implementation of a wide variety of projects including water distribution systems, water and wastewater treatment plants, and collection and conveyance systems. Mr. Carey is experienced in instrumentation and control system design, pump station hydraulics and design, and flow modeling. He has engineered source development projects, river intake systems, and open channel hydraulics for bridge and stormwater channels, and has developed various network models and performed hydraulic analysis of water distribution systems and wastewater collection systems. His background includes extensive experience in groundwater development, well testing, and conjunctive use program management. Mr. Carey was responsible for overseeing the development of several large master planned communities in Northern California.
More recently, Mr. Carey has focused on the inter-related water-energy nexus with unique solutions that lower costs for municipalities by improving water efficiency and controlling and monitoring energy demands.
Mr. Carey holds a Bachelors of Science and a Masters of Science in Civil Engineering from California State University – Sacramento.
John E. Predri, PE
Pedri has over 35 years of experience in the engineering, construction, and operation of complex water systems across northern California. He has an excellent understanding of government and public sector clients, as well as experience with private development. His area of expertise includes acquisition and management of Federal and State Grants and Loans.
In addition to a background in consulting engineering, Mr. Pedri spent the majority of his career as an acting City Engineer and Public Works Director for several medium and small water utilities in California. His hands on knowledge of water systems, water operations, and water distribution system planning and maintenance programs makes him an invaluable tool for our water clients by combining real-world operations knowledge with sound engineering practices.
Pedri studied Civil Engineering at CSU Sacramento, attaining a Bachelor’s of Science.
Mr. Champlain specializes in bringing practical, hands-on solutions to municipal water and wastewater clients. Mr. Champlain has over 30 years of experience managing water and wastewater utility operations. He holds State certifications for both water distribution and wastewater collection. Mr. Champlain has expertise in managing daily operations of municipal water utilities and related utility field divisions.
More recently, Mr. Champlain has been relying on his extensive public facility experience to help identify efficiency improvements for municipalities in Northern California with an emphasis on water and wastewater asset management and operations.
He holds an AA in Bus Mgmt. and has completed extensive course work in drafting, engineering – construction, hydraulics and electrical control systems-SCADA and PLCs. Mr. Champlain is a Grade IV CWEA Wastewater Collections Systems Tech, and a Grade III AWWA & Dept. Health Services- Water Distribution Operator. Certified by State of California in “Standardized Emergency Mgmt. Systems” and “Incident Command Structure” IMSA certification in work zone safety, & traffic control planning
Richard P. Relyea
Mr. Relyea currently provides engineering support for water meter retrofits and manages the installation of AMI systems. He has extensive skills in acoustic leak detection and related water efficiency services for the municipal water and wastewater industry. He specializes in GIS, CAD design and managing meter and related water efficiency projects.
Mr. Relyea has over 15 years of experience working as a mechanical engineer on civil engineering projects for federal facilities, municipalities, and private consulting firms while serving multiple clients in California and Nevada. He worked directly for the City of Fresno’s water utility and later served in a consulting role with AECOM, a nationally recognized AE firm. His most recent experience included preparing a component analysis for EID and conducting a leak survey for approximately 100 miles of water mains in the SF bay area.
Mr. Relyea holds a Bachelor’s of Science, Mechanical Engineering CSU Fresno, CA. He is an active member of the AWWA meter committee and has presented technical papers on AMI and metering technology for AWWA and others.
Mr. Nelson holds a Bachelor’s of Science in Civil Engineering from California State University of Sacramento. Prior to joining MC Engineering he served as junior Engineer for GHD, Inc assisting in water and wastewater design projects.
